The current server setup for all college sites disallows access to the following URL's from off-campus locations.

• /user
• /user/register
• /user/reset

However, access can be achieved by using the Virtual Private Network (VPN)—anubasic.

As long as you have a University ID, the above solution will let you access the admin sections from off-campus.
